The European Commission's Energy Performance of Building Directive (EPBD) states that all buildings must have an Energy Performance Certificate (EPC) provided when they are constructed, sold or rented.

Commercial property will also fall under this legislation and will have to be in place by January 4th 2009. There will be a phased delivery between the private and public sector during 2008:

6 April 2008 EPCs required on construction for all dwellings.EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 10,000 m2.
1 July 2008 EPCs required for the construction, sale or rent of buildings other than dwellings with a floor area over 2,500 m2.
1 October 2008 EPCs required on the sale or rent of all remaining dwellings EPCs required on the construction, sale or rent of all remaining buildings other than dwellings.
Display certificates required for all public buildings >1,000 m2.
4 January 2009 First inspection of all existing air-conditioning systems over 250 kW must have occurred by this date.
4 January 2011 First inspection of all remaining air-conditioning systems over 12 kW must have occurred by this date.

The National Occupational Standards for this new suite of energy qualifications have now been agreed and will act as the benchmark against which potential members of other accreditation schemes will have their evidence of competence assessed. There will be three levels of qualification relating to the complexity of the building. The inspection and assessment of boilers and heating/cooling installations will form another suite of qualifications.

Holders of this new qualification will enable individuals to carry out an energy inspection on non-domestic buildings. This will clearly represent a natural career progression for holders of domestic energy and/or Home Inspectors Diploma.
