Domestic Energy Assessor
The UK is committed to tackling the issues surrounding Climate Change. Energy consumption from the built environment accounts for 40% of total energy use in Europe. By improving standards and certifying energy efficiency of buildings over one-fifth of the present energy consumption could be saved by 2010, which represents a considerable contribution to meeting the Kyoto targets. The European Commission passed legislation with the Energy Performance of Building Directive (EPBD) in January 2003. The objective of the EPBD is to promote the improvement of the energy performance of buildings within the European Community. Implementing the EPBD will encourage owners and tenants to choose energy efficient buildings when seeking new accommodation and to improve the performance of buildings they occupy. Implementation of the Directive is seen as an important contribution to reducing carbon dioxide emissions as part of the UK climate change programme.
The Energy Performance Certificate is a mandatory item in the Home Information Pack, the future of the pack may seem uncertain at present, however, the focus on Climate Change remains the same and there is a necessity and a commitment to reduce CO2 emissions in buildings, which is the underlying objective behind EPCs. With the recent Government announcements, the EPC along with the Home Information Pack will now be implemented from August 1st 2007, starting with four bedroom dwellings and larger. EPC's will be phased in for smaller properties as and when sufficient energy assessors become qualified and fully accredited. Rental properties will follow suit later in the year. The commercial sector will have to be in place by January 2009.
Energy Performance Certificates can only be issued by qualified Domestic Energy Assessors and Home Inspectors. The diploma is based upon approved National Occupational Standards.
