Display Energy Certificates and Advisory Report.

There are estimated to be at least 60,000 buildings in England and Wales that require a Display Energy Certificate (DEC) and Advisory Report (AR) by 1st October 2008. Just a few examples of those affected by the legislation are schools and Universities, central and local Government buildings, NHS trusts and hospitals, police, court and prison buildings, armed forces and MOD property. DECs must be renewed every 12 months and the penalty for not displaying a DEC and having an AR is £1,500.

Who can produce them?
Only Energy Assessors accredited to produce DECs and ARs for particular types of buildings can produce them but currently there are no assessors yet qualified and accredited. To gain the qualification you will need to demonstrate your competence against the National Occupational Standards (NOS). Once qualified and accredited you will then be able to undertake Operational Ratings and Advisory Reports to produce the Display Energy Certificates.

Adapt will be approved to offer the DEC qualification and training for all levels of ability

How Long will it take to complete the qualification?
We anticipate approximately 6 to 8 weeks for a typical candidate.

Undecided between DEC and Non Domestic Energy Assessor?
A few facts:

  • The key step for both qualifications is developing the knowledge on the fabric and construction commercial buildings and building services knowledge
  • If you start with DEC qualification, you will not need to repeat this step again – therefore will be reduced when you move onto Non-Domestic
  • There is a significant demand for DECs in this first year, as the requirement for DECs is before October 2008
  • The retail sector is likely to want to offer DECs following the successful outcome in this phase
  • Due to the demand the earning opportunities are significant for qualified DECs in this first year
  • Opportunities will not disappear but will be reduced for subsequent years
  • It is a much easier step for DEAs and Home Inspectors and new entrants to move into DECs software is a lot easier) - then the natural progression from DEC is onto Non Domestic
